SYDNEY, Feb 6 AAP - A former policeman who stole a rare helicopter from a Sydney airport
says he made a "stupid mistake" in hiding the chopper instead of handing himself in to
police.
Mark Cavanagh, 49, has admitted stealing the $340,000 ex-military Kiowa chopper on
April 25 after breaking into a hangar at Bankstown Airport and having it refuelled.
The next day he took it on a "test flight" to his home town of Port Macquarie on the
NSW mid-north coast.

With the defeat of the Tester-Corker Amendment, implementation of the Durbin amendment is now a certainty and E-Commerce merchants must respond to resulting issuer-driven changes affecting the current payment mix.
The Dodd-Frank Act provisions pertaining to debit interchange continue forward as the market awaits the Federal Reserve Board's release of the final interchange rates within the next few weeks. The resultant reduction in Issuer revenues will have Issuers focusing away from signature debit to credit and PIN-only debit cards. E-Commerce merchants must enable PIN-only debit and take advantage of the ability to steer consumers to the lowest cost payment type. If they act soon, online merchants can take advantage of this new legislation.
"PIN debit is clearly the answer to Durbin," said Corey Tisdale, CEO of ShoppersChoice.com. "The interchange and fraud rates on PIN debit are lower than credit cards, and most consumers already associate using a PIN number with using a debit card. The PaySecure graphical PIN pad is a secure way to take advantage of Durbin's lower transaction fees."
While feedback provided during the comment period is anticipated to lead to a revision of the originally published rates, those rates are a good reference point for understanding how financial institutions and merchants will align themselves in the new environment. Both financial institutions and E-commerce merchants must be poised to take action to maintain both their customer bases and their bottom line.
Financial Institutions will issue more PIN / ATM-only cards.
For the majority of issuers, the margin compression of going from approximately 170 basis points (bps) in card not present interchange to a currently targeted cap of $0.12 (~27bps) makes online signature debit economically unviable because of the fraud costs. In 2010, Cybersource reported average fraud losses of 90 basis points for E- commerce transactions. On a per-dollar basis, signature debit fraud losses are 3.75 times higher than PIN debit losses at the POS.
Merchants who have not enabled PIN debit for E-commerce will be scrambling.
As financial institutions increasingly issue PIN-only debit cards, E-commerce merchants will need to be able to capture those transactions or risk losing that customer segment. Financial Institutions and national payment networks may seek to shift consumers from debit to credit.
To maintain revenues across the spectrum of payment cards, banks may be forced to increasingly steer credit worthy consumers to credit cards. This is especially relevant in an E-commerce context where fraud and chargeback handling costs make the usage of signature debit cards unattractive for banks.
E-commerce merchants will respond by steering consumers to PIN- only debit.
As financial institutions promote credit, merchants have the ability and economic incentive to steer customers back to lower risk and cost tender types. With the advantages provided by Internet PIN debit, namely reduction in fraud and chargebacks, merchants will improve their economics further by steering to internet PIN-debit.
Prior to Durbin, most online merchants captured debit card transactions as signature debit Card Not Present transactions. Post- Durbin, merchants will seek solutions for online PIN debit authentication. PaySecure, the internet PIN debit solution provided by Acculynk, is the only currently available alternative mimicking the familiar ATM PIN pad that is secure and embedded in the merchant check out. PaySecure has gained widespread adoption and is readily available to millions of consumers and thousands of E-Commerce websites. Labor frontbencher ANTHONY ALBANESE has called for the party's ban on the sale of uranium
to India to be maintained.
Prime Minister JULIA GILLARD wants the ALP national conference to change its platform

Mr ALBANESE told the conference in Sydney today the policy change was "absurd", given
the recent disaster in Japan.
He says the fact that India has not signed the nuclear non-proliferation treaty (NPT)
and that nuclear waste was difficult to deal with were "two unresolved issues".
Ms GILLARD is due to speak to her motion later today.
Labor Indigenous (SYDNEY Dec 4)
The Labor party will consider letting indigenous Australians access superannuation
early because of their lower life expectancy.
The ALP National Conference today voted in support of a motion for Labor to work with
indigenous communities on moving towards retirement strategies, including access to superannuation.
NSW Labor deputy opposition leader LINDA BURNEY says the measure would help disadvantaged
families.
Afghan Aust (CANBERRA)
Defence Minister STEPHEN SMITH says Australian troops could withdraw earlier from Afghanistan
than the original deadline of December 2014.
Mr SMITH says the Australian Defence Force was making progress in its primary tasks
of mentoring and training members of the Afghan National Army's 4th brigade in the southern
province of Oruzgan.
He's told Sky News some Australian troops would remain in Afghanistan as part of an
international effort after the imposed 2014 transition to the ANA.

Irrigators, environmentalists, scientists and state government ministers will meet
in Adelaide tomorrow in a bid to find common ground on the plan to save the Murray.
South Australian Premier JAY WEATHERILL has called the talks, hoping to present a united

to help bring OPRAH WINFREY to Sydney will be slashed.
Mr BAIRD says he's halved the amount allocated to the Treasurer's Advance, which he's
described as a slush fund that helped pay for visits by footballer DAVID BECKHAM and the
US talk show queen.
He says the fund was used by the former Labor government as an multi-million dollar
overdraft instead of an essential cash supply for unseen expenditure.

Australian researchers have discovered that the sperm of overweight fathers appears
to carry a molecular signal that causes their offspring to inherit obesity.
The preliminary study of mice indicates that obesity in the offspring is more evident
and severe in females than males.
To date, the work by the Robinson Institute Research Centre for Reproductive Health
at the University of Adelaide, has focussed on microRNA expression on the sperm of laboratory
mice.
Researcher MARIA OHLSSON TEAGUE says the sperm microRNAs identified are molecular regulators
of gene expression in several biological processes including embryonic development.

The New South Wales environment authority says final improvements are being made at
the Orica plant at Newcastle before it reopens.
The chemical giant's ammonia plant at Kooragang Island, north of Newcastle, has been
out of action since August, when fumes of hexavalent chromium drifted towards homes at
nearby Stockton.
Chairman of the EPA Orica Start Up Committee GREG SULLIVAN says it is important that

An Arab League ministerial committee has slapped 19 Syrian officials with a ban on

Police arrested WEIMER after pulling over the van and finding his daughter behind the
wheel near their home.
The girl testified last month that her father had consumed half a bottle of whiskey
the night they were pulled over and that she agreed to drive but felt a little scared.

Victorian Premier JOHN BRUMBY is standing by his decision to let bushfire victims rebuild
in high fire risk zones .. despite the bushfires royal commission's plea for restrictions.
Mr BRUMBY says it's not appropriate for the government to stop people from rebuilding
in bushfire zones .. and he doesn't want to tell country towns they have to shut up shop.
The royal commission's final report into the Black Saturday bushfires says the government
should offer to buy back blocks in high bushfire risk areas and amend planning provisions
to substantially restrict development in those areas.
Mr BRUMBY's told Fairfax radio the government needs more time to consider a possible
buyback .. as well as the commission's recommendations to bury aging powerlines underground
and to replace the Fire Services Levy with a new household tax.

MELBOURNE, Dec 18 AAP - Victorian government fat cats who rewarded themselves with
more than a million dollars in bonuses while presiding over huge losses will keep their
cash for Christmas.
Treasurer John Lenders said executives at the Victorian Funds Management Corporation,
which manages the state's superannuation funds, would not be forced to repay their bonuses
because of contractual obligations.
Releasing the results of an investigation into the VFMC's pay policies on Friday, Mr
Lenders said the fund had breached government protocol by paying guaranteed bonuses that
were not linked to performance.
The investigation was ordered after it was revealed VFMC bureaucrats paid themselves
more than $1.2 million in bonuses last financial year despite losing more than $10 billion
in workers' super savings.
Investments fell from $41.3 billion to $31.1 billion in the two years to June 2009
under the crunch of the global financial crisis.
At the same time executive bonuses rose by 57 per cent last year and base salaries
grew by 42 per cent.
Former chief executive Justin Pascoe received a bonus of about $500,000 alone.
Mr Lenders said the investigation by Dr Michael Vertigan found the VFMC was applying
the industry standard in awarding guaranteed bonuses, against government policy.
"The government's perspective is quite clear, bonuses should be paid on performance
and the practice of a guaranteed bonus before performance is, from our perspective, unacceptable,"
he said.
"Contracts were signed with employees that had guaranteed bonuses in them, contracts
will obviously always be honoured."
Mr Lenders said all of Mr Vertigan's recommendations would be adopted and a new management
team had since been appointed.
The report has not been released publicly for privacy reasons.
Opposition treasury spokesman Kim Wells said the VFMC had lurched from crisis to crisis
since it was restructured by Premier John Brumby in his former role as treasurer.
He criticised the investigation for having "narrow" terms of reference and not examining
the fund's investment performance.
"Clearly this review is a whitewash and only about protecting John Brumby and John
Lenders," Mr Wells said.
"John Brumby cannot be trusted with taxpayers' investments and until there is a full
judicial inquiry into the VFMC investment performance Victorians will never know the truth."
Mr Lenders said the fund had performed better in the past few months and was eclipsing
benchmarks.

SA: Health reforms don't go far enough: SA opposition
ADELAIDE, Feb 16 AAP - The federal government is taking the easy option on healthcare
reform, the South Australian opposition says.
State opposition health spokeswoman Vickie Chapman said the health reform report released
on Monday, which called for a commonwealth takeover of primary care, failed to go far
enough.
She said the report prepared by the National Health and Hospitals Reform Commission
would not deliver significant improvements for South Australia.
The commission's key recommendation is that the federal government assume total responsibility
for primary care, that is health care provided outside the hospital system.
But it stopped short of recommending similar action for the hospital system, only raising
it as an option.
Ms Chapman said Prime Minister Kevin Rudd had picked up the "easy parts", left the
states with the "hard parts" and totally ignored the crisis areas.
"We still have to fund and administer the most difficult part of the health care system
- hospitals," she said in a statement released on Monday afternoon.
"This is another example of a government report which tells the government what it
wants to hear and ignores the root of the problems."

Fed: FuelWatch report sets record straight - Labor
CANBERRA, Aug 28 AAP - The government says it released an interim report on the proposed
FuelWatch scheme to set the record straight and show Australians its benefits.
A Senate committee investigating Labor's plan to force petrol retailers to publish
their prices 24 hours in advance of changes published an interim report yesterday which
outlined evidence it heard at public forums across the nation.
Committee chairwoman Annette Hurley said the bad publicity surrounding FuelWatch was
unjustified and the interim report was an attempt to set the record straight.
"FuelWatch has a lot going for it and it didn't justify some of the criticisms that
were appearing about it," she told ABC Radio.
"So we just wanted to set the record straight about what evidence we'd received.
"It was just an attempt to get the facts straight, it was just an attempt to inform people."
Deputy opposition leader in the Senate, Eric Abetz, said the report was biased and
not a true representation of evidence heard by the committee.
"I invite people to read the report and they will see that it's not based on the evidence
we heard and I think they'll also understand that the attempt to breath new life into
Fuelwatch has not revived the corpse that FuelWatch is," he told ABC Radio.
"At the end of the day we are obliged to serve the best interests of the Australian
people and we could not let it pass (through the Senate) knowing that Australians would
be paying higher prices for their petrol and that is something that we are not willing
to countenance."
Key independent senator Nick Xenophon was also unsupportive of the FuelWatch scheme,
saying it did not tackle the issue of wholesale petrol supply or allow independent operators
to survive.
Without coalition backing for the FuelWatch scheme, the government needs to turn to
the seven balance of power senators - the Australian Greens, Senator Xenophon and Family
First's Steve Fielding - to get the law through the Senate.

NSW: Police seek help after convenience store robbery
SYDNEY, Dec 19 AAP - Police are appealing for witnesses after the armed robbery of
a convenience store in western Sydney.
The shop on Queen St, St Marys, was robbed by a man armed with a gun just after 7pm
(AEDT), police said.
The robber, who has been described as being of Pacific Islander appearance, demanded
money from the male attendant before fleeing with an undisclosed sum of cash.
He was wearing shorts and a dark coloured shirt, is about 180cm tall and had black spiky hair.
Police believe he is aged between 25 and 35.
Anyone with information about the robbery should contact Crime Stoppers on 1800 333 000.

SA: Judge to face domestic violence charge
ADELAIDE, Aug 7 AAP - South Australian District Court Judge Sydney Tilmouth has been
charged with aggravated assault after a domestic disturbance last weekend.
District Court Chief Judge Terry Worthington said Judge Tilmouth, 57, was arrested
following the reporting of an incident on Saturday, August 4.
He was granted police bail and was expected to appear in court later this month.
"This charge will be dealt with in the normal way by the justice system," Judge Worthington
said in a statement.
"Judge Tilmouth will not be listed to sit in the criminal jurisdiction of this court
while the charge is pending, except to complete matters which are already part heard."
Before his appointment to the District Court, Judge Tilmouth was a prominent Queens
Counsel in Adelaide and the first solicitor to work with the Aboriginal Legal Rights Movement.

Fed: Liberal MP uses Comcar for personal errand

CANBERRA, Feb 13 AAP - A Liberal politician has admitted using a taxpayer-funded car
to run a personal errand.
"I went out to do a quick personal errand," West Australian backbencher Michael Keenan
said when asked about a morning trip in Canberra in a government-provided Comcar.
Mr Keenan earlier refused to answer questions from journalists who saw him get out
of the car with a takeaway coffee cup in his hand.
Section 4.3 of the Members and Senators Entitlements Handbook declares "car-with-driver
transport may be used when travelling on parliamentary business ... in Canberra and surrounding
districts within a radius of 30 kilometres of parliament house".
Mr Keenan defended his use of the car despite the apparent breach of rules.
"We don't have a car here in Canberra, I'm from Western Australia.
"I could stay in parliament for 14 hours a day if I had to I suppose."
The incident follows concerns about whether MPs' use of Comcars is environmentally responsible.
While a majority of the fleet is powered by E10 - petrol which includes 10 per cent
ethanol - many of the vehicles sit with engines idling throughout the day to keep conditions
inside the car temperate.
Many politicians live within five kilometres of parliament but still use Comcars to
travel to work when in Canberra.
Prime Minister John Howard uses the biggest petrol-guzzling vehicle in the fleet, but
he has the V8 for security purposes.

a prohibited weapon adjourned .. so he can seek psychiatric assessment.
34-year-old STEPHEN JOHN GIBBS appeared in the Downing Centre Local Court today ..
accused of assaulting 25-year-old STEVEN JACKSON outside a Surry Hills hotel early on
Saturday .. July 22.
GIBBS' lawyer ANDREW O'BRIEN told the court .. the earliest his client can get in to
see forensic psychiatrist Dr BRUCE WESTMORE .. is October.
Deputy Registrar PAUL MORGAN continued bail and adjourned the matter until November 2.

TAS: Handcuffed juvenile escapes custody
A juvenile prisoner is on the run in northern Tasmania after escaping custody while
being transferred to court today.
The 16-year-old boy was handcuffed and had been accompanied by two escorting officers.
Ashley Youth Detention Centre manager BILL SMITH says the youth escaped custody just
after noon when the vehicle in which he was a passenger stopped at traffic lights en route
to Launceston Magistrates Court.
